IN THE MATTER OF RECONSTITUTING THE TECHNICAL EVALUATION COMMITTEE FOR THE 2016 NATIONAL & LOCAL ELECTIONS
WHEREAS, Section 10 of Republic Act. No. 8436, as amended by Republic Act. No. 9369, provides for the creation of an independent Technical Evaluation Committee ("TEC");
WHEREAS, Section 10 of Republic Act. No. 8436, as amended by Republic Act. No. 9369, also provides that the TEC shall be composed of a representative each from the Commission on Elections, the Information & Communication Technology Office ("ICTO"), and the Department of Science & Technology ("DOST") who shall act as Chairperson of the Committee;
WHEREAS, in a letter dated 21 October 2014, the COMELEC Advisory Council, with prior approval of the DOST Secretary, transmitted to the Commission the designation of Engineer Peter Antonio B. Banzon from the Advanced Science & Technology Institute as the Representative of the DOST, and Mr. Raul N. Nilo as the representative of the ICTO;
WHEREAS, per Minute Resolution No. 14-0473 dated 01 July 2014, the Commission designated Director Ferdinand P. De Leon of the Information & Technology Department ("ITD") as its representative to the TEC;
WHEREAS, due to the promotion of Director Ferdinand P. De Leon to Director IV of the ITD, and in view of the various responsibilities of this position in the preparations and conduct of the 2016 National & Local Elections, the Commission finds it necessary to rescind his designation as the Commission's representative to the TEC; and
WHEREAS, both Director Ferdinand P. De Leon and Director Jeannie V. Flororita, also from the ITD, recommended the designation of Ms. Eden C. Bolo, Division Chief of the Systems & Programs Division, ITD, as the Commission's representative to the TEC.
NOW, THEREFORE, the Commission En Banc, by the virtue of the powers vested in it by the Constitution, the Omnibus Election Code, Republic Act Nos. 8436 and 9369, and all other pertinent statutes, rules, and regulations, hereby RESOLVES:
To AFFIRM the designations of Engineer Peter Antonio B. Banzon as DOST Representative to the TEC and Mr. Raul N. Nilo as ICTO Representative to the TEC;
To DESIGNATE Ms. Eden C. Bolo as the Commission's representative to the TEC in place of Director Ferdinand P. De Leon;
To RECONSTITUTE the Technical Evaluation Committee for the 2016 National & Local Elections, composed of the foregoing as members, with Engineer Peter Antonio B. Banzon as Chairperson; and
To DIRECT the Technical Evaluation Committee to immediately convene for the 2016 National and Local Elections.
Let the Steering Committee for the 2016 National & Local Elections implement this Resolution.
