THE DEVELOPMENT BANK OF THE PHILIPPINES,
THE LAND BANK OF THE PHILIPPINES,
THE GOVERNMENT SERVICE INSURANCE SYSTEM,
THE SOCIAL SECURITY SYSTEM,
THE NATIONAL POWER CORPORATION,
THE PHILIPPINE NATIONAL OIL CORPORATION,
THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS,
THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT,
THE DEPARTMENT OF TRANSPORTATION AND COMMUNICATIONS,
THE DEPARTMENT OF AGRICULTURE,
THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES,
THE DEPARTMENT OF AGRARIAN REFORMS,
THE NATIONAL IRRIGATION ADMINISTRATION,
THE NATIONAL FOOD AUTHORITY,
THE NATIONAL ELECTRIFICATION ADMINISTRATION
AND INCLUDING ALL THE LOCAL GOVERNMENT UNITS
FOR THE PURPOSE OF UTILIZING THEIR MOTOR VEHICLES AND COMMUNICATION FACILITIES IN CONNECTION WITH THE MAY 10, 2004 NATIONAL AND LOCAL ELECTIONS
Promulgated: 10 December 2003
WHEREAS, the Commission on Elections is in need of additional transportation facilities to enhance the effectiveness and mobility of its officials and personnel, as well as its deputies, particularly in the effort to ensure direct field supervision and monitoring of the sensitive elections, conduct spot investigations and/or inspections of critical situations in the regions and in the delivery of election forms, supplies and materials to areas and localities which do not have adequate public transportation and communication facilities;
NOW, THEREFORE, by virtue of the powers vested upon it by the Constitution, the Omnibus Election Code and other election laws, the Commission on Elections has resolved, as it hereby resolves:
To designate the Bangko Sentral ng Pilipinas, the Land Bank of the Philippines, the Development Bank of the Philippines, the Government Service Insurance System, the Social Security System, the National Power Corporation, the Philippine National Oil Company, the Department of Transportation and Communications, The Department of Public Works and Highways, the Department of the Interior and Local Government, the Department of Agriculture, the Department Agrarian Reforms, the Department of Environment and Natural Resources, the National Irrigation Administration, the National Food Authority, the National Electrification Administration and including all the Local Government Units as DEPUTIES of the Commission for the purposes of the May 10, 2004 National and Local Elections.
As such deputies, they shall place at the disposal of the Commission their motor vehicles such as trucks, jeeps, vans, cars, aircraft, and their watercraft and communication facilities, as the Commission may need from time to time, specially those presently assigned in the Regions. Said vehicles shall be used to ferry the personnel of the Commission and its deputized agencies in said municipalities in the performance of their election duties, and to transport election forms, supplies and materials to their places of destination particularly in areas with inadequate or without regular means of transportation.lªvvph¡1.ñét
For the above purpose, they shall provide the Commission with a list of available vehicles in the aforementioned election areas, together with the drivers assigned to said vehicles. These vehicles shall be at the disposal of the Commission immediately and until the end of the election period.
Let the Executive Director furnish copies of this resolution to the Office of the President, Secretaries of the Department and the Chairman, Administrator or Chief of the other agencies and institutions herein deputized. The Deputy Executive Director for Operations shall coordinate with the above departments and offices for effective implementation hereof. The Education and Information Department shall give this resolution the widest publicity possible.
This resolution shall effect upon its promulgation.
