RESOLUTION No. 6295
CALENDAR OF ACTIVITES IN CONNECTION WITH THE IMPLEMENTATION OF THE OVERSEAS ABSENTEE VOTING ACT OF 2003
Promulgated: 13 August 2003
WHEREAS, COMELEC Resolution Nos. 4313, 4840 and 5018 approved the conduct of a special registration of voters in Jaen, Nueva Ecija; Sultan Naga Dimaporo, Lanao del Norte and Tangcal, Lanao del Norte, respectively, on the following dates and for the reasons indicated hereunder:

WHEREAS, pursuant to Minute Resolution No. 02-0106 entitled "IN THE MATTER OF HOLDING SPECIAL GENERAL REGISTRATION IN JAEN, NUEVA ECIJA AND SULTAN NAGA DIMAPORO, LANAO DEL NORTE"; dated 23 July 2002, the Commission en banc resolved to defer the conduct of the August 24-25, 2002 general registration in the municipality of Jaen, Nueva Ecija, Sultan Naga Dimaporo, Lanao del Norte and in all areas similarly situated until further orders from the Commission.
WHEREAS, the July 25-30, 2003 Special General Registration of Voters in the ARMM Provinces of Sulu, Tawi-Tawi, Maguindanao, Lanao del Sur and Basilan, including Isabela City in Basialn, and the extension of registration in certain areas therein from August 1-5, 2003, using the new Data Capturing Machine (DCM) in implementation of Phase 1 of the Modernization Program of the Commission for the purpose of cleansing the voters list, was successfully conducted.lªvvph¡1.ñét
WHEREAS, the Commission has resolved to resume the implementation of the system of continuing registration pursuant to Republic Act No. 8189 for new registrants simultaneous with the validation of voters for those who have already registered, from August 18, 2003 - November 14, 2003 except in the cities of Iligan, Cotabato and Zamboanga which started on August 4, 2003 pursuant to Resolution No. 6274 dated July 30, 2003, using the new Data Capturing Machines.
WHEREFORE, premises considered, and further, considering the need to reconstitute the voters list which was gutted by fire and to generate an updated and clean list of voters in the said municipalities, the Commission En Banc, after due deliberation, RESOLVED, as it hereby RESOLVES, to reinstate Resolution Nos. 4813, 4840 and 5018 and conduct a Special General Registration of Voters in the Municipalities of Jaen, Nueva Ecija; Sultan Naga Dimaporo, Lanao del Norte and Tangcal, Lanao del Norte on a date to be scheduled by the Commission en banc using the new Data Capturing Machines, subject to the conditions set forth in Resolution No. 4813, 4840, 5018 and such other guidelines as may be set by the Commission.
Let the Deputy Executive Director for Operations (DEDO) and Election and Barangay Affairs Department (EBAD) implement this resolution and the Education and Information Department to circularize and publish this resolution in at least two (2) newspapers of general circulation.
