RESOLUTION No. 6274

IN THE MATTER OF AMENDING COMELEC RESOLUTION No. 6248 DATED 10 JULY 2003 AND COMELEC RESOLUTION No. 6260 DATED 18 JULY 2003

WHEREAS, the Commission is currently conducting a general registration of voters in the Autonomous Region in Muslim Mindanao (ARMM) and in Isabela City, Basilan;

WHEREAS, the Commission has received numerous requests for the extension of the period for the filing of applications for registration, for various reasons, most notably the large number of registrants and the limited timeframe for registration;

WHEREAS, due the technical complexity of the Voters Validation system, combined with the considerable turnout of applicants for registration at the designated registration centers, there is need to extend the period of filing of applications for registration in the ARMM and in Isabela City, Basilan, which necessarily requires the use of data-capture machines;

WHEREAS, the Commission has deployed more than 1,000 data-capture machines in connection with the said general registration, using some of those intended for other areas outside ARMM and Isabel City, Basilan;

WHEREAS, the Commission will have to retrieve said data-capture machines for testing, repair or replacement of defective parts, before they are redeployed to their designated end-users in time for the resumption of the system of continuing registration originally scheduled on 04 August 2003, pursuant to Resolution No. 6260;

WHEREAS, in view of the above constraints, there is a need to reschedule the resumption of registration in other areas of the country, save for the National Capital Region which already has sufficient data-capture machines and Cotabato City, Iligan City and Zamboanga City, the proximity of which to the ARMM facilitates the redeployment of machines assigned thereto;

NOW, THEREFORE, the Commission RESOLVED, as it hereby RESOLVES as follows:

1. To EXTEND the schedule of registration in the ARMM and Isabela City, Basilan until 05 August 2003;lªvvph¡1.ñét

2. to RESCHEDULE the resumption of the system of continuing registration in all other areas, except in the National Capital Region, Cotabato City, Iligan City and Zambaoang City, on 18 August 2003 until 14 November 2003, instead of 04 August 2003 to 31 October 2003.

The Commission FURTHER RESOLVES to commence with the resumption of registration in the National Capital Region, Cotabato City, Iligan City and Zamboanga City as scheduled, on 04 August 2003, to continue until 14 November 2003.

Resolution Nos. 6248 are 6260 are amended accordingly.

Let the Election and Barangay Affairs Department implement this resolution.
