RESOLUTION No. 6183
IN THE MATTER OF AMENDING THE PERIOD OF REGISTRATION FOR OVERSEAS ABSENTEE VOTERS FROM JULY 1, 2003 TO SEPTEMBER 30, 2003 TO AUGUST 1, 2003 TO SEPTEMBER 30, 2003, AND THE DEADLINE FOR PUBLICATION OF NOTICE OF REGISTRATION

WHEREAS, the Commission on Elections promulgated on May 14, 2003 Resolution No. 6117, otherwise known as “The Rules and Regulations Implementing the Overseas Absentee Voting Act of 2003”;
WHEREAS, Resolution No. 6117 provides that applications for registration or certification as overseas absentee voter and applications to vote in absentia shall be filed beginning July 1, 2003 up to September 30, 2003;
WHEREAS, as a general policy of the Commission, the system to be used in the elections in the Philippines shall be the same system to be adopted abroad; lªvvph¡1.ñét
WHEREAS, the Commission will use the biometric system in the registration process to digitally capture the picture, signature and fingerprint of registered voters in the Philippines and abroad;
WHEREAS, it is necessary that the machines required for the purposes be made available overseas not later than two weeks before the start of the registration period for the conduct of training, testing, and if possible, simulation activities to approximate the actual requirements on the registration days;
WHEREAS, there are numerous preparatory activities to be undertaken by the Commission to ensure that all requirements of the registration process shall be in place before the start of registration, and that the certified list of overseas absentee voters is clean, accurate and complete;
WHEREAS, Article 6 of Resolution No. 6117 provides that a Notice of Registration and Election shall be published not later than June 15, 2003 for purposes of the May 10, 2004 elections;
NOW, THEREFORE, The Commission on Elections, pursuant to the authority vested in it under the Constitution and other election laws, RESOLVED, as it hereby RESOLVES, to reset:
The period for the filing of applications for registration or certification as overseas absentee voters and applications to vote in absentia to August 1, 2003 up to September 30, 2003; and
The deadline for the publication of the Notice of Registration and Election to July 1, 2003.
This Resolution shall take effect immediately after publication in two (2) newspapers of general circulation in the Philippines.
The Education and Information Department of the Commission shall cause the publication and widest dissemination of these Rules and furnish copies hereof to the Department of Foreign Affairs, Department of Labor and Employment, Department of Transportation and Communication, Philippine Postal Corporation, Philippine Overseas Employment Administration, Overseas Workers Welfare Administration, Commission on Filipinos Overseas, and Maritime Industry Authority.
