RESOLUTION No. 3553
IN THE MATTER OF THE DESIGNATION OF HONORABLE COMMISSIONER RUFINO S.B. JAVIER AS ACTING CHAIRMAN OF THE COMMISSION PENDING THE APPOINTMENT AND ASSUMPTION OF THE NEW CHAIRMAN
Due to the expiration of the terms of office of Chairman Harriet O. Demetriou, Commissioners Julio F. Desamito and Teresita Dy-Liacco Flores on 02 Feburary 2001, the imperative need for the Commission on Elections to continue its day to day operations in accordance with the Constitution and pertinent laws, and made more significant by the on-going preparations for the forthcoming 14 May 2001 national and local elections, the Commission RESOLVED, as it hereby RESOLVES to designate Honorable RUFINO S.B. JAVIER as Acting Chairman of the Commission on Elections pending the appointment and assumption to office of the new Chairman. Such election/designation of the Acting Chairman by the Commission En Banc is in accordance with the pronouncement of the Supreme Court in the case of Brillantes vs. Yorac (G.R. 93867, 18 December 1990) to prevent a hiatus in the leadership of the Commission.
Let the Executive Director implement this resolution.
