RESOLUTION No. 3329
GUIDELINES IN CONNECTION WITH APPLICATIONS FOR RETIREMENT, AND VACATION LEAVES IN THE MONTHS PRECEDING THE MAY 14, 2001 NATIONAL AND LOCAL ELECTIONS
WHEREAS, the manpower complement of the Commission on Elections is being reduced by the compulsory and optional retirements, and the filing of leaves of absence of its personnel;
WHEREAS, this reduction in manpower complement will adversely affect the overall effort of the Commission in the conduct of free, orderly, peaceful, honest and credible May 14, 2001 national and local elections;
WHEREAS, it is necessary that measures be put in place to cushion the adverse effect of personnel turnover;
NOW, THEREFORE, the Commission RESOLVED to adopt, as it hereby adopts the following guidelines on the filing of applications for retirement and leave of absence of its employees prior to the elections of May 14, 2001:
A. RETIREMENT:
1. COMPULSORY RETIREMENT:
Officials and employees of the Commission on Elections (Commission) particularly in the field, who are due for compulsory retirement during the period January 15, 2001 to June 10, 2001 shall be encouraged to avail themselves of their accrued leave credits by going on vacation leave starting January 02, 2001 up to the date of their respective compulsory retirement to enable the Commission to train and install their replacements.
2. OPTIONAL RETIREMENT
Applications for optional retirement should be made effective, at the latest, at the close of office hours on December 31, 2000, to enable the Commission to appoint and train replacements. No application for optional retirement, the effectivity of which is beyond the close of office hours of December 31, 2000 and before the end of the election period of the May 14, 2001 elections shall be approved.
B. VACATION LEAVE
Starting January 15, 2001, applications for vacation leave shall be denied, except for very meritorious reasons.
Let the Deputy Executive Director for Operations circularize this resolution for the information and guidance of all concerned.
