REPUBLIC ACT No. 3093

An Act to Promote Career Incentives in the Dental Service of the Armed Forces of the Philippines, Authorizing the Appropriation of Funds Therefore, and for Other Purposes

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1. Hereafter, any officer of the Dental Service of the Armed Forces of the Philippines on active duty shall receive one hundred pesos monthly as an incentive pay, in addition to the salary and other allowances he is entitled to receive under existing laws and regulations: Provided, That such incentive pay shall not accrue in his favor in time of war or declared national emergency, or while said officer is receiving additional pay for overseas service involving war under conditions approximating war: And Provided, further, That any officer in the Dental Service receiving or authorized to receive flight or sea duty pay has the option to receive the incentive pay authorized under this Act or the flight or sea duty pay, but in no case shall he be entitled to receive both.

Section 2. Any provision of law to the contrary notwithstanding and subject to such rules and regulations as may be prescribed by the Secretary of National Defense, the President of the Philippines may commission any person admitted to the practice of dentistry in the Philippines to the rank of first lieutenant in the Dental Service of the Armed Forces of the Philippines.

Section 3. The sum of two hundred thousand pesos or so much as may be necessary is hereby appropriated out of any funds in the National Treasury not otherwise appropriated and made available to carry out the provisions of this Act during the first year of its implementation. Thereafter, the necessary funds for the same purpose shall be included in the annual appropriation for the Armed Forces of the Philippines.

Section 4. This Act shall take effect upon its approval.
