PRESIDENTIAL DECREE No. 1173

ABROGATING ALL LEASES AND CANCELLING LAND TITLES AND PATENTS COVERING PORTIONS OF HUNDRED ISLANDS NATIONAL PARK

WHEREAS, P. D. No. 564 placed the Hundred Islands National Park under the control and administration of the Philippine Tourism Authority.

WHEREAS, the defunct Hundred Islands Conservation and Development Authority created under R. A. No. 3655 leased portions of the Hundred Islands National Park to the Province of Pagsanjan for a nominal cost of P1.00 a year for an indefinite period;

WHEREAS, a few private persons have been able to title portions of the park after the segregation thereof from the public domain under Proclamation No. 667 dated January 18, 1940; and

WHEREAS, it is necessary that the Hundred Islands National Park be conserved and developed as a tourist attraction; and facilities and amenities constructed to make tourists' visits to the Hundred Islands National Park more enjoyable and convenient;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order the abrogation of the lease in favor of the Provincial Government of Pangasinan, including all sub-leases which it may have executed in favor of third parties. All titles and land patents issued after the promulgation of Proclamation No. 667 on January 18, 1940, are hereby canceled and the lands covered thereby reverted to the Hundred Islands National Park.

The PTA shall reimburse the value of the land and improvements introduced by the respective owners of the lands on the basis of their valuation under Sec. 92 of P.D. No. 464.
