DECLARING MONDAY, FEBRUARY 29, 1960, AS SPECIAL PUBLIC HOLIDAY FOR THE PROVINCE OF ILOCOS SUR

WHEREAS, the anniversary of the death of Elpidio Quirino, former President of the Philippines, falls on February 29,1960;

WHEREAS, the people of Ilocos Sur requested that they be afforded full opportunity to commemorate the event with appropriate ceremonies;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the authority vested in me by section 30 of the Revised Administrative Code, do hereby declare Monday, February 29, 1960, as special public holiday in the province of Ilocos Sur.
