[ Memorandum Order No. 19, September 11, 1998 ]

RECONSTITUTING THE EXECUTIVE COMMITTEE TO OVERSEE THE IMPLEMENTATION OF SOLID WASTE MANAGEMENT PROJECTS FOR WASTE DISPOSAL SITES IN CARMONA (CAVITE) AND SAN MATEO (RIZAL)

WHEREAS, solid waste disposal problems have reached a critical stage thereby, creating a need to identify cost-effective options that would comply with environmental, health and sanitation standards;

WHEREAS, the volume of solid waste dumped on esteros and drainage systems has reached alarming proportions, and has increased the incidence of flooding due to clogging of waterways and canals;

WHEREAS, on 20 April 1994, the Executive Committee was created to oversee the implementation of the solid waste management projects for the waste disposal sites in Carmona and San Mateo;

WHEREAS, with the advent of the La Niña phenomenon and the mitigation of its adverse effects, it is imperative that Solid Waste Management be declared a priority program of the National Government;

WHEREAS, the Solid Waste Management Project proposed under a BOT scheme falls within the purview of the criteria set for flagship projects;

WHEREAS, the Presidential Committee on Flagship Programs and Projects has been mandated to identify, monitor, and resolve issues affecting the effective implementation of key programs and projects of the Government;

NOW, THEREFORE, I, JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. Section 2 of Memorandum Order No. 202 is hereby amended to read as follows:

Section 2. Composition. The EXCOM shall be chaired by the Chairman, Presidential Committee on Flagship Programs and Projects, with the Chairman of the Metro Manila Development Authority (MMDA) as Co-Chairman, and the following as members: Secretaries of the Department of Environment and Natural Resources, Department of Health, Department of Public Works and Highways, Department of Interior and Local Government, Head of the Presidential Management Staff, and Governors of Cavite and Rizal Provinces. The MMDA shall be the EXCOMs Secretariat.”

Section 2. The EXCOM is hereby mandated to review all the proposals submitted for the consideration of the previous EXCOM, and to submit its recommendation/s to the President. The solid waste management projects for Metro Manila, Cavite, and Rizal are hereby declared as flagship projects.

Section 3. All provisions of existing circulars and other issuances that are otherwise inconsistent with this Order are hereby modified and repealed accordingly.1aшphi1

Section 4. This Memorandum Order shall take effect immediately.
