EXECUTIVE ORDER NO. 463 May 17, 1991

ESTABLISHING THE RELATIONSHIP BETWEEN THE REGIONAL PLANNING AND DEVELOPMENT BOARD OF THE AUTONOMOUS REGIONAL GOVERNMENT AND THE NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY (NEDA) BOARD

WHEREAS, Section 5, Article XII of Republic Act No. 6743 provides the creation of a Regional Planning and Development Board which shall serve as the planning, monitoring and coordinating agency for the Autonomous Region in Muslim Mindanao;

WHEREAS, under the said Act the said Board shall identify, evaluate and recommend the annual work programs and comprehensive development plans of the Autonomous Region to the Regional Assembly to ensure their proper implementation and shall formulate a Magna Carta for the Development of the Region to serve as the master plan for a systematic, progressive and total development of the Region;

WHEREAS, Executive Order No. 230, series of 1987, provides that the National Economic and Development Authority (NEDA), whose powers and functions reside in the NEDA Board, is responsible for formulating continuing, coordinated and integrated social and economic policies, plans and programs;

WHEREAS, Memorandum Order No. 295, series of 1990, mandates the adoption and implementation of the Synchronized Planning-Programming-Budgeting System (SPPBS) which includes the establishment of an institutional network process, and schedule that will govern the preparation/coordination of the content, form and manner of preparation of plans, investment programs and budgets at the national and other levels;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Sec. 1. The Autonomous Regional Government shall be guided by the Synchronized Planning, Programming and Budgeting System (SPPBS) namely: The Medium- Term Philippine Development Plan (MTPDP), the Medium Term Technical Assistance Program (MTTAP) and the Regional Development Investment Program (RDIP) in its planning, programming and budgeting activities.

Sec. 2. The Regional Planning and Development Board of the Autonomous Regional Government shall prepare: a) Regional Development Plan (RDP) consistent with the national development policies, goals, objectives and priorities embodied in the Medium-Term Philippine Development Plan (MTPDP); and b) Regional Development Investment Programs (RDIP) and regional technical assistance program which shall be included in the Medium-Term Public Investment Program (MTPIP) and the Medium-Term Technical Assistance Program (MTTAP).

The RDP, RDIP and supporting technical assistance programs shall be submitted directly to the Office of the President for review and evaluation of their consistency with the MTPDP and the MTPIP/MTTAP.

Sec. 3. The Regional Governor shall participate in all the Regional Development Council Chairmen-Cabinet Officers for Regional Development (CORDs) meetings with the President.

Sec. 4. The Regional Planning and Development Board shall serve as the Regional Development Council in the Autonomous Region in Muslim Mindanao for purposes of the Synchronized Planning, Programming and Budgeting System (SPPBS), the composition of which shall be based on R.A. No. 6734 and regional legislation.

Sec. 5. The Local Development Councils (provincial, city/municipal) shall be maintained and strengthened in order to ensure continuity in the development planning processes. The Autonomous Regional Government may choose to reorganize the Local Development Councils through regional legislation.463

Sec. 6. The NEDA Secretariat upon request of the Autonomous Regional Government, shall provide development planning assistance in the formulation of the Regional Development Plan (RDP) and the Regional Public Investment Plan (RPIP) and technical assistance programs.

Sec. 7. This Executive Order shall take effect fifteen (15) days after its publication in a national newspaper of general circulation and one (1) local newspaper of general circulation in the Autonomous Region in Muslim Mindanao.
