EXECUTIVE ORDER NO. 434 November 8, 1990

PRESCRIBING GUIDELINES FOR THE PARTICIPATION OF RELIEF AGENCIES AND VOLUNTEER-ORGANIZATIONS WITH PROVEN RECORD IN PROVIDING RELIEF WORK IN THE IMPLEMENTATION OF LIVELIHOOD AND SOCIAL SERVICES AID TO EARTHQUAKE VICTIMS

WHEREAS, Section 5 of Republic Act No. 6960 provides that: [W]ith respect to aid and relief services to individual beneficiaries, the President may seek the assistance and use the services of the Philippine National Red Cross and all other relief agencies and volunteer-organizations with proven record in providing relief work.";

WHEREAS, Section 1 of the same Act declares it "the policy of the State to help and assist the victims or their legal heirs in those communities heavily damaged by the earthquakes of July 16, 1990 by extending to them adequate aid, relief, and reconstruction services to the end that life may return to normal at the earliest possible time;"

WHEREAS, the involvement and assistance of relief agencies and volunteer-organizations with proven record in providing relief work may be harnessed to achieve the above-cited objectives of the aforesaid Act, particularly in the areas of livelihood and social services;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Sec. 1. The involvement and participation of relief agencies and volunteer-organizations, with proven record in providing relief work, in the implementation of the livelihood and social services aid to the earthquake victims or their legal heirs under Republic Act No. 6960, shall be as follows:

1. Identification of needed social services and viable livelihood projects, together with the beneficiaries, in their respective areas of operation, to be funded under Republic Act 6960;

2. Participation in the planning, administration, execution, and monitoring of social services and livelihood projects in such areas of operation including the management and releases of funds under the direct supervision and control of the Presidential Task Force on Rehabilitation;

3. Serve as channel for the distribution of funds to earthquake victims for the financing of their livelihood and emergency employment projects;

4. Dissemination of public information on available social services and livelihood projects in such areas so these may redound to the greatest good of the greatest number of the people therein;

5. Overseeing and ensuring that the implementation of such services and projects are done in accordance with approved plans, specifications, and time schedules; and,

6. Rendering such other assistance as may be necessary to ensure that social services and livelihood projects are extended equitably to all deserving earthquake victims in the area, irrespective of political belief, or ethnic origin, all in accordance with the standards set forth in Republic Act No. 6960 and its implementing rules and regulations.

Sec. 2. All implementing agencies and local government units concerned shall seek and encourage the involvement and participation of relief agencies and volunteer-organizations with proven record in providing relief work in their respective territorial jurisdictions, for the purpose of implementing the livelihood and social services aid to earthquake victims under Republic Act No. 6960.

Sec. 3. The President Task Force on Rehabilitation shall oversee the involvement and participation of all such relief agencies and volunteer-organizations and shall ensure that the aid described hereunder and in Executive Order No. 419, series of 1990, is devoted exclusively for assistance to the victims of their legal heirs in those communities heavily damaged by the earthquake of July 16, 1990.

Sec. 4. The provisions of Executive Order No. 419, Series of 1990, are hereby modified insofar as they are inconsistent with the provisions of this Executive Order.

Sec. 5. This Executive Order shall take effect upon its publication in at least two (2) national newspapers of general circulation.
