EXECUTIVE ORDER NO. 354 March 29, 1989

SUSPENDING THE IMPLEMENTATION OF CERTAIN SECTIONS OF EXECUTIVE ORDER NO. 782, SERIES OF 1982

WHEREAS, consistent with the government's policy to promote a viable Commercial Vehicle Development Program (CVDP), the importation of certain types of completely built-up used commercial vehicles has been regulated under Executive Order No. 782, series of 1982;

WHEREAS, Section 5.3 of the Guidelines for the CVDP approved per Memorandum Order No. 157 prohibits the importation of completely built-up commercial vehicles up to eighteen (18) tons, whether new or used;

WHEREAS, local assemblers under the CVDP could not serve all the urgent requirements of the riding public for passenger buses and the tourists for tourist vehicles;

WHEREAS, the Diesel Engine Manufacturing Program is now suspended and there is a need to deregulate importation of diesel engines;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Sec. 1. The provisions of Section 2, paragraphs 3 and 4 of Executive Order No. 782, series of 1982, are hereby suspended.

Sec. 2. In view of the suspension of the diesel engine program, the regulation of the importation of used diesel engine under Executive Order No. 872 is likewise suspended.

Sec. 3. The Inter-Agency Committee on the Importation of Used Trucks and Engines shall issue, upon consultation with passenger and tourist bus operators, the necessary guidelines for the implementation of this Executive Order as an exception to the CVDP Guidelines approved per Memorandum Order No. 157, series of 1988.

Sec. 4. This Executive Order shall take effect immediately.
