EXECUTIVE ORDER NO. 986 September 28, 1984

EXEMPTING THE PERSONNEL OF THE RESEARCH INSTITUTE FOR TROPICAL MEDICINE FROM THE RULES AND REGULATIONS OF THE OFFICE OF COMPENSATION AND POSITION CLASSIFICATION AND FOR OTHER PURPOSES

WHEREAS, the control of communicable and infectious disease is one of the priorities of the National Government in the field of health;

WHEREAS, under Executive Order No. 674, the Research Institute for Tropical Medicine is primarily charged with the task of formulating and conducting a biomedical research program for the effective control of communicable and infectious disease;

WHEREAS, the Institute is being handicapped with the dearth of highly technical manpower due to the lack of interest of such technical personnel to work for the Institute occasioned by low salary and incentives.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution and by Presidential Decree No. 1416, as amended, do hereby order:

Sec. 1. Exemption from the Rules and Regulations of the Office of Compensation and Position Classification. The personnel of the Research Institute for Tropical Medicine, hereinafter referred to as the Institute, except those belonging to janitorial, clerical and craftsmen's positions, are hereby exempted from the coverage of the rules and regulations of the Office of Compensation and Position Classification.

Sec. 2. Salary Structure. The Institute is hereby authorized to adopt the same structure applied by the National Science and Technology Authority to all its regular positions. The implementing compensation circular shall be prepared by the Office of the Budget and Management in Consultation and coordination with the Institute.

Sec. 3. This Executive Order shall take effect immediately.
