EXECUTIVE ORDER NO. 401 August 28, 1972

CREATING THE FLOOD CONTROL, SEWERAGE, ROAD AND STREETS AND REFUSE MANAGEMENT TASK FORCE

By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby create the Flood Control, Sewerage, Road and Streets and Refuse Management Task Force to implement a joint plan for the effective refuse disposal of waste and refuse in the cities and municipalities comprising the Greater Manila Area. The Task Force shall be headed by the Director of Public Works as Action Officer, with the heads of the various departments of engineering services and sanitation of the cities and municipalities concerned as members.

Pending passage by the Congress of the Philippines of the bill creating the National Waste Management Authority, the Task Force is empowered to draw up a joint plan for refuse disposal in the Greater Manila area; to implement this joint collection and disposal plan; to administer the necessary sites and facilities for the effective and sanitary disposal of such refuse; and in general, to undertake all other tasks necessary to achieve the purposes for which it is organized.

To carry out its functions, the Task Force is hereby authorized to call directly upon any department, bureau or office in the executive branch of the government or upon any government-owned or controlled entity or agency for such assistance as the Task Force may need, and to request for the utilize the services of their personnel.
