SUBJECT: PHILJA MEMORANDUM CIRCULAR NO. 1-99 DATED JANUARY 7, 1999 — RE: RULES AND REQUIREMENTS PERTAINING TO INCLUSION OF PHILJA EDUCATIONAL PROGRAMS IN ALL CONVENTIONS/CONFERENCES OF JUDGES AND COURT PERSONNEL

For your information and guidance, we invite your attention to the PHILJA Memorandum Circular No. 1-99 dated January 7, 1999, Re: Rules and Requirements Pertaining To Inclusion Of PHILJA Educational Programs In All Conventions/Conferences Of Judges And Court Personnel, to wit:

Sec. 12 of Republic Act No. 8557, establishing the Philippine Judicial Academy and defining its powers and functions, provides that "All conventions of Judges and Court personnel shall include pertinent Academy educational programs under such rules and requirements as the Academy may prescribe." This provision, in effect, reiterates the provisions of Supreme Court Administrative Circular No. 11-96 dated October 10, 1996, as amended by Circular No. 13-96 dated November 28, 1996, requiring the inclusion in all conventions/conferences of Judges and Court personnel of educational and training programs of the Philippine Judicial Academy (PHILJA) to enable participants to avail themselves of the benefits of such programs and keep them updated on the law, current jurisprudence and administrative policies, judicial techniques and suggested remedies to problems in trial and procedure.

Pursuant, therefore, the abovecited provision of law giving the Philippine Judicial Academy the responsibility of providing educational programs during conventions/conferences involving Judges and Court personnel, the following rules and requirements are hereby formulated for the guidance of all concerned:

1) All conventions/conferences involving Judges and Court personnel shall include pertinent educational and training programs to be formulated and conducted by the Philippine Judicial Academy and, for this purpose, all officers of the different associations of Judges and Court personnel are directed to coordinate with the Philippine Judicial Academy at least three (3) months before the date of the activity, for the planning, formulation and implementation of the proper training programs to be included in their proposed conventions/conferences;

2) Before coordinating with PHILJA regarding these training programs abovementioned, the officers of the Associations concerned must first obtain the corresponding authority to hold such convention/conference from the Office of the Court Administrator, conformably with the prescribed guidelines provided for in Circular No. 23-98, dated February 18, 1998, issued by Court Administrator Alfredo L. Benipayo;

3) This Memorandum Circular shall take effect immediately.
