RESOLUTION No. 3369

IN THE MATTER OF THE MEMORANDUM DATED 28 NOVEMBER 2000 OF ATTY. MA. J. ANGELINA G. MATIBAG, DIRECTOR IV, EDUCATION AND INFORMATION DEPARTMENT RELATIVE TO THE PRINTING OF THE PRIMER AND POSTER ON THE PARTY-LIST SYSTEM.

This pertains to the Memorandum dated 28 November 2000 of Atty. Ma. J. Angelina G. Matibag, Director IV, Education and Information Department relative to the printing of the Primer and Poster on the Party-List System.

The Memorandum of Atty. Matibag reads:

"Respectfully submitted herewith are the prepared PRIMER and POSTER for the Party-List System of Election as information materials for the May 14, 2001 National and Local Elections.

"Only about nine (9) million out of more than twenty-eight (28) million registered voters voted for the party-list in the May 11, 1998 elections, a disappointing outcome because of a very low level of public awareness and interest of the system. Moreover, its novelty and complexity were not easily grasped and therefore, it is imperative to develop a massive and comprehensive information campaign.

"Considering the above, if approved, we suggest the printing of three (3) million copies of PRIMERS and three hundred thousand (300,000) copies of POSTERS for a wider dissemination of information about the party-list.

"Considering our goal for modernization, the PRIMER shall be black and white with 3-color cover, while the POSTER shall be in 4-color scheme."

Considering the foregoing, the Commission, after due deliberation, RESOLVED, as it hereby RESOLVES, to approve the printing of three (3) million copies of PRIMERS and Three Hundred Thousand (300,000) copies of POSTERS for a wider dissemination of information about the Party-list System with the following specifications:

- 4 colors
PRIMER
- 5 ½" x 8 ½"
- bookpaper 60
- 3 colors outside cover
- 2 colors inside pages

subject to availability of funds and COA rules and regulations.

Let the Education and Information Department in coordination with the Administrative Services Department implement this resolution.
